9、收貨人營業(yè)執(zhí)照與進(jìn)口食品資質(zhì)等。

二、乳制品進(jìn)口報關(guān)--進(jìn)口乳制品稅率：

1、嬰幼兒配方奶粉，進(jìn)口關(guān)稅：5%，進(jìn)口增值稅13%；

2、特殊配方嬰幼兒奶粉，進(jìn)口關(guān)稅0，進(jìn)口增值稅稅率13%；

3、脫脂牛奶，進(jìn)口關(guān)稅：15%，，進(jìn)口增值稅13%；

4、未濃縮的乳及奶油，進(jìn)口關(guān)稅：15%，進(jìn)口增值稅9%。

5、加糖固狀乳及奶油，進(jìn)口關(guān)稅：10%，進(jìn)口增值稅13%。

6、酪乳及其他發(fā)酵或酸化的乳及奶油，進(jìn)口關(guān)稅：20%，進(jìn)口增值稅13%。

7、其他乳清及改性乳清，進(jìn)口關(guān)稅：2%，進(jìn)口增值稅9%。

三、進(jìn)口乳制品清關(guān)--進(jìn)口乳制品報關(guān)注意事宜：

1、只有在中國海關(guān)注冊的境外乳制品生產(chǎn)企業(yè)的生產(chǎn)的乳制品方可進(jìn)口，企業(yè)進(jìn)口前需要確認(rèn)國外生產(chǎn)企業(yè)是否在準(zhǔn)入名單里。

2、海關(guān)對向中國出口乳品的境外食品生產(chǎn)企業(yè)實施注冊制度，境外生產(chǎn)企業(yè)應(yīng)當(dāng)經(jīng)出口國家或者地區(qū)政府主管部門批準(zhǔn)設(shè)立，符合出口國家或者地區(qū)法律法規(guī)相關(guān)要求，境外生產(chǎn)企業(yè)應(yīng)當(dāng)熟悉并其向中國出口的乳品符合中國食品安全國家標(biāo)準(zhǔn)和相關(guān)要求，并能夠提供中國食品安全國家標(biāo)準(zhǔn)規(guī)定項目的檢測報告。

3、進(jìn)口乳品的境外出口商，商，應(yīng)通過“進(jìn)口食品化妝品進(jìn)出口商備案系統(tǒng)”進(jìn)行備案；進(jìn)口乳品境內(nèi)收貨人，應(yīng)當(dāng)于乳品進(jìn)口前通過“進(jìn)口食品化妝品進(jìn)出口商備案系統(tǒng)”進(jìn)行備案并取得備案編號。

4、部分需要辦理檢疫審批手續(xù)的進(jìn)口乳品（例如：生乳、生乳制品巴氏乳或以巴氏工藝生產(chǎn)的調(diào)制乳），在入境前需要向主管海關(guān)辦理檢疫審批手續(xù)，取得《中華人民共和國進(jìn)境動植物檢疫許可證》后，方可進(jìn)口。

5、乳制品進(jìn)口需要辦理自動進(jìn)口許可證，在申請進(jìn)口許可證以前，需要辦理土畜商會大宗農(nóng)產(chǎn)品企業(yè)備案手續(xù)。

3. Overseas exporters and merchants of imported dairy products should register through the "Import Food and Cosmetics Import and Export Merchant Registration System"; The domestic consignee of imported dairy products shall register and obtain a registration number through the "Import Food and Cosmetics Import and Export Merchant Registration System" before the import of dairy products.

4. Some imported dairy products that require quarantine approval procedures (such as raw milk, raw dairy products, pasteurized milk, or formulated milk produced using pasteurization technology) need to go through quarantine approval procedures with the competent customs before entering the country. Only after obtaining the People's Republic of China Entry Animal and Plant Quarantine License can they be imported.

5. The import of dairy products requires the application for an automatic import license. Before applying for an import license, it is necessary to complete the registration procedures for bulk agricultural product enterprises under the Soil and Animal Husbandry Chamber of Commerce.
