一、 進(jìn)口食品境外生產(chǎn)企業(yè)注冊(cè)的條件有哪些？
1、所在國(guó)家（地區(qū)）的食品安全管理體系通過(guò)海關(guān)總署等效性評(píng)估、審查；
2、經(jīng)所在國(guó)家（地區(qū)）主管當(dāng)局批準(zhǔn)設(shè)立并在其有效監(jiān)管下；
3、建立有效的食品安全衛(wèi)生管理和防護(hù)體系，在所在國(guó)家（地區(qū)）合法生產(chǎn)和出口，向中國(guó)境內(nèi)出口的食品符合中國(guó)相關(guān)法律法規(guī)和食品安全國(guó)家標(biāo)準(zhǔn)；
4、符合海關(guān)總署與所在國(guó)家（地區(qū)）主管當(dāng)局商定的相關(guān)檢驗(yàn)檢疫要求。

二、如何辦理進(jìn)口食品境外生產(chǎn)企業(yè)注冊(cè)
1、以下十八類(lèi)進(jìn)口食品的境外生產(chǎn)企業(yè)，由所在國(guó)家（地區(qū)）主管當(dāng)局向中國(guó)的海關(guān)總署推薦注冊(cè)：
肉與肉制品、腸衣、水產(chǎn)品、乳品、燕窩與燕窩制品、蜂產(chǎn)品、蛋與蛋制品、食用油脂和油料、包餡面食、食用谷物、谷物制粉工業(yè)產(chǎn)品和麥芽、保鮮和脫水蔬菜以及干豆、調(diào)味料、堅(jiān)果與籽類(lèi)、干果、未烘焙的咖啡豆與可可豆、特殊膳食食品、保健食品。

三、申請(qǐng)進(jìn)口食品境外生產(chǎn)企業(yè)注冊(cè)所需資料：【十八類(lèi)特殊食品】
進(jìn)口食品境外生產(chǎn)企業(yè)，經(jīng)所在國(guó)家（地區(qū)）主管當(dāng)局審核檢查確認(rèn)符合注冊(cè)要求后，向海關(guān)總署推薦注冊(cè)并提交以下申請(qǐng)材料：
1、所在國(guó)家（地區(qū)）主管當(dāng)局推薦函；
2、企業(yè)名單與企業(yè)注冊(cè)申請(qǐng)書(shū)；
3、企業(yè)身份證明文件，如所在國(guó)家（地區(qū)）主管當(dāng)局頒發(fā)的營(yíng)業(yè)執(zhí)照等；
4、所在國(guó)家（地區(qū)）主管當(dāng)局推薦企業(yè)符合本規(guī)定要求的聲明；
5、所在國(guó)家（地區(qū)）主管當(dāng)局對(duì)相關(guān)企業(yè)進(jìn)行審核檢查的審查報(bào)告。
6、企業(yè)食品安全衛(wèi)生和防護(hù)體系文件，如企業(yè)廠區(qū)、車(chē)間、冷庫(kù)的平面圖，以及工藝流程圖等。

1、企業(yè)注冊(cè)申請(qǐng)書(shū)：內(nèi)容應(yīng)當(dāng)包括企業(yè)名稱(chēng)、所在國(guó)家（地區(qū)）、生產(chǎn)場(chǎng)所地址、法定代表人、聯(lián)系人、聯(lián)系方式、所在國(guó)家（地區(qū)）主管當(dāng)局批準(zhǔn)的注冊(cè)編號(hào)、申請(qǐng)注冊(cè)食品種類(lèi)、生產(chǎn)類(lèi)型、生產(chǎn)能力等信息。
2、企業(yè)身份證明文件，如所在國(guó)家（地區(qū)）主管當(dāng)局頒發(fā)的營(yíng)業(yè)執(zhí)照等；

五、進(jìn)口食品的中文標(biāo)簽有何規(guī)定
1、所有進(jìn)口的預(yù)包裝食品均需有合規(guī)的中文標(biāo)簽，中文標(biāo)簽在食品進(jìn)口報(bào)關(guān)報(bào)檢環(huán)節(jié)必須提供； 首次進(jìn)口報(bào)關(guān)時(shí)需提供進(jìn)口食品的中文標(biāo)簽，為了加快清關(guān)速度，或者為了確定進(jìn)口的食品是否可以操作，建議企業(yè)進(jìn)口前提前去辦理中文標(biāo)簽咨詢報(bào)告。
2、已獲得境外生產(chǎn)企業(yè)注冊(cè)的企業(yè)向中國(guó)境內(nèi)出口食品時(shí)，應(yīng)當(dāng)在食品的內(nèi)外包裝上標(biāo)注在華注冊(cè)編號(hào)或者所在國(guó)家（地區(qū)）主管當(dāng)局批準(zhǔn)的注冊(cè)編號(hào)
3、自2022年1月1日起，進(jìn)口保健食品、特殊膳食用食品的中文標(biāo)簽必須印制在小銷(xiāo)售包裝上，不允許加貼中文標(biāo)簽。
