一、字畫(huà)進(jìn)口報(bào)關(guān)--字畫(huà)進(jìn)口HS編碼與稅費(fèi)

1、商品編碼97011019.00 ， 商品名稱：其他手繪油畫(huà)、粉畫(huà)及其他畫(huà)的原件 ，進(jìn)口關(guān)稅稅率1%，進(jìn)口增值稅稅率13%； 

2、商品編碼97011020.00 ，商品名稱：手繪油畫(huà)、粉畫(huà)及其他畫(huà)的復(fù)制品  ，進(jìn)口關(guān)稅稅率6%，進(jìn)口增值稅稅率13%。

1、 Customs Declaration for Import of Calligraphy and Painting - HS Code and Taxes for Import of Calligraphy and Painting

1. Product code 9701019.00, Product name: Original of other hand drawn oil paintings, powder paintings, and other paintings, with an import tariff rate of 1% and an import value-added tax rate of 13%;

2. Product code 9701102.00, Product name: Copy of hand drawn oil painting, powder painting, and other paintings, with an import tariff rate of 6% and an import value-added tax rate of 13%.

二、北京繪畫(huà)進(jìn)口清關(guān)要求與條件—藝術(shù)品進(jìn)出口審批：

1、單位或個(gè)人如需進(jìn)出口字畫(huà)藝術(shù)品，應(yīng)申請(qǐng)進(jìn)出口資質(zhì)或者找有進(jìn)出口資質(zhì)的企業(yè)代理進(jìn)出口； 

2、進(jìn)口單位從境外進(jìn)口藝術(shù)品的，應(yīng)當(dāng)在藝術(shù)品進(jìn)口前，向藝術(shù)品進(jìn)口口岸所在文化行政部門(mén)提出申請(qǐng)并報(bào)送以下材料：

【1】營(yíng)業(yè)執(zhí)照和對(duì)外貿(mào)易備案登記表；
【2】進(jìn)出口藝術(shù)品的來(lái)源、目的地；
【3】進(jìn)口藝術(shù)品的圖錄；
【4】審批部門(mén)要求的其他材料。

文化行政部門(mén)應(yīng)當(dāng)自受理申請(qǐng)之日起5日內(nèi)作出批準(zhǔn)或者不批準(zhǔn)的決定。批準(zhǔn)的，發(fā)給批準(zhǔn)文件，進(jìn)口單位持批準(zhǔn)文件到海關(guān)辦理報(bào)關(guān)手續(xù)。 

3、以銷售、商業(yè)宣傳為目的在境內(nèi)公共展覽場(chǎng)所舉辦有境外藝術(shù)品創(chuàng)作者或者境外藝術(shù)品參加的展示活動(dòng)，應(yīng)當(dāng)由舉辦單位于展覽日45日前，向展覽舉辦地文化行政部門(mén)提出申請(qǐng)，并報(bào)送以下材料：

【1】主辦或者承辦單位的營(yíng)業(yè)執(zhí)照、對(duì)外貿(mào)易備案登記表；
【2】參展的境外藝術(shù)品創(chuàng)作者或者境外參展單位的名錄；
【3】藝術(shù)品圖錄；
【4】審批部門(mén)要求的其他材料。

2、 Beijing Painting Import Customs Clearance Requirements and Conditions - Approval for Import and Export of Artworks:
1. Units or individuals who need to import and export calligraphy and painting artworks should apply for import and export qualifications or find enterprises with import and export qualifications to act as agents for import and export;
2. If an importing unit imports artworks from overseas, it shall apply to the cultural administrative department where the art import port is located and submit the following materials before importing the artworks:

【1】 Business license and foreign trade registration form;
【2】 The source and destination of imported and exported artworks;
【3】 Catalogue of imported artworks;
【4】 Other materials required by the approval department.

The cultural administrative department shall make a decision on whether to approve or not within 5 days from the date of accepting the application. Approved, approval documents shall be issued, and the importing unit shall bring the approval documents to the customs to handle the customs declaration procedures.

3. For the purpose of sales and commercial promotion, if a display activity is held in a domestic public exhibition venue with the participation of foreign art creators or foreign art pieces, the hosting unit shall apply to the cultural administrative department of the exhibition venue 45 days before the exhibition day and submit the following materials:

【1】 The business license and foreign trade registration form of the organizer or organizer;
【2】 List of foreign art creators or exhibitors participating in the exhibition;
【3】 Art catalog;
【4】 Other materials required by the approval department.

三、進(jìn)口字畫(huà)、油畫(huà)、裝飾畫(huà)等繪畫(huà)作品報(bào)關(guān)所需文件：

1、進(jìn)口合同、發(fā)票、裝箱單；

2、國(guó)外原產(chǎn)地證、進(jìn)口貨物清單；
3、運(yùn)單或提單；
4、進(jìn)口藝術(shù)品批文；

5、如有木質(zhì)包裝需要提供熏蒸證；
6、如ATA報(bào)關(guān)，需提供ATA單證；
6、如臨時(shí)進(jìn)出口，需繳納金，辦理臨時(shí)進(jìn)出口手續(xù)。

 3、 Documents required for customs declaration of imported calligraphy and painting, oil painting, decorative painting and other painting works:

1. Import contract, invoice, packing list;

2. Foreign certificate of origin and list of imported goods;

3. Waybill or bill of lading;

4. Approval documents for imported artworks;

5. If there is wooden packaging, a fumigation certificate is required;

6. If ATA customs declaration is required, ATA documents must be provided;

6. For temporary import and export, a fee must be paid and temporary import and export procedures must be completed.
